Asylum 13 and the Story of Dr. Morbius

After being incarcerated in Montreal's St. Isildore Asylum for the criminally insane in 1989, Dr. Anton Morbius, the Great scientist and criminal dominator, was transfered to Paragon City's Ziggurat prison in 1997. The lower levels of the prison housed the isolation of the Ziggurat Asylum, spoken of in hushed whispers by the other prisoners, for fear of being sent below. Conditions in the Asylum lower levels were horrible by most prison standards. This was where the destitute, insane misfits, too dangerous and twisted to be housed above with even the most hardened super villians.

On July 4th 2006 Arachnos staged a massive assault on the Ziggurat prison. Hundreds of villians escaped. In the Chaos below, Dr. Morbius freed himself from his containment cell in the Asylum Ward, and set out for Mercy island.

Arriving on Mercy island on July 5th, Dr. Morbius began using his unique talents to gain information, and establish contacts in the criminal chaotic aftermath of the new arrivals. He soon took refuge in an abandoned warehouse, and with the fearful assistance of a vagrant, he planned his vision for a unique criminal organization. In the weeks that followed, Dr. Morbius created the villian group "Asylum 13"

Asylum 13 would be a refuge for the wicked, the insane, the outcast, the unwanted. An organization recruiting other villians who were former Asylum residents, lunatics and basket cases. Asylum 13 would bring fear, madness and death to anyone who stood in it's way.
